The Office for Civil Rights and Title IX was created in the Spring of 2022 to ensure that all concerns involving discrimination, harassment, sexual misconduct, and related retaliation – whether against a student, employee, or third-party – be addressed through one dedicated office on campus.

David joined Colorado College in November 2023 as the Title IX Coordinator and AVP of Civil Rights. Prior to joining Colorado College, David worked as the Title IX coordinator for Salt Lake Community College, and as the Director of Employment and Housing Discrimination Investigation Unit prior to that. David has 17 years experience working in different facets of discrimination and harassment law.

Monica Gomez brings decades of diverse judicial, litigation, and academic experience to Colorado College, where she currently serves as the title IX Civil Rights Investigator. A fixture of the Colorado legal community, Monica’s career is defined by a steadfast commitment to public service, constitutional rights, and systemic equity. Before stepping into the role of investigator, Monica served the Colorado judiciary in multiple leadership capacities. As both a District Court Judge and a Colorado County Court Judge for 20 years, she presided over a vast array of complex criminal, civil and family law matters. Her dedication to restorative justice was further demonstrated during her tenure as a Drug Court Magistrate, which focuses on court programs designed to break cycles of recidivism. Monica’s background in advocacy includes serving as an Assistant Attorney General for the State of Colorado, an Assistant Public Defender and Public Defender Investigator. She also shared her wealth of practical knowledge with law students as a faculty member at the University of Denver Sturm College of Law. Her unique perspective-spanning the defense, prosecution, judiciary, and classroom-informs her rigorous and neutral approach to civil rights investigations and institutional fairness.
