Q&A:
Q: If a responder is awarded the EMP contract, does that preclude the responder from performing any of the recommended measures outlined in the EMP in the future?
A: No. Colorado College will seek bids and select contractors to perform the work outlined in the EMP at its discretion, but performing the consulting work for the EMP does not preclude any possibility of future work in any way.
Q: Can the college please confirm what section resumes should be included in? The RFP states resumes should be included in the Staffing Plan, Questionnaire, and the Exhibits.
A: Staff resumes should be included in the exhibits section of the submittal. Compliance with the staffing plan and questionnaire should reference the resumes in exhibits. This provides all required information while removing staff resumes from the length limited section of the submittal.
Q: Can you please provide the Sample Term Sheet and Agreement exhibit? It was not included in the RFP or the College’s website.
A: The Sample term sheet and agreement are to be provided by the responder, as a sample of their terms and agreements for Colorado College to review. These terms and agreements may be subject to negotiation with Colorado College prior to award of final contract.
Q: Based on the RFP, the College is requesting that bidders must have a guaranteed portfolio and demonstrated record of accomplishment of delivering to guarantee. Can you please confirm what kind of guarantee you are looking for?
A: Colorado College is seeking responders that have a portfolio of projects that have complied with a performance guarantee and a record of accomplishment of delivering to that guarantee. The spirit of this requirement is intended to provide information the college can use to vet responders based on their ability to deliver according to time, budget, and performance guarantees – particularly energy performance guarantees. In essence, the college is seeking responders who have experience achieving energy performance and delivery guarantees that they have set forth to achieve for clients.
Q: Will the example report(s) requested under Section V: Requested Information; E: References count towards the page limit?
A: Please provide references in the exhibits section and reference the location of these in the main submission of the RFP. In this way, references will not count towards the page count limit.
Q: Will you please provide more detail on what is desired for the Financial Statement in Exhibit h, item ii?
A: We are looking for unaudited financial statements (assets, liabilities, owner’s equity) and a P&L statement that demonstrates that the college is/would not be the first or only client, that the firm is solvent and has the ability to operate on a Net30 basis for milestone payments, etc.
Q: We would like to clarify that in addition to the RFP Submission Criteria Items A - G, the response shall also include a separate price proposal document per Section VIII.
A: That is correct. Items A-G should be part of the RFP Proposal submission, and a price proposal should be submitted separately as per Section VIII. Keeping these pieces separate allows our committee to initially review the quality of the proposal on its own merits without any inherent bias from a pricing proposal.
Q: Objective 12 requests respondents to account for asbestos and other HAZMAT in cost projections. Does CC have an existing ACM Survey and/or HAZMAT inventory currently that will inform locations where this cost would need to be accounted for?
A: Colorado College has an ACM survey that is continuously being updated. We do not anticipate asbestos mitigation to impact the RFP proposal price, but any subsequent roadmap estimates may be impacted by asbestos mitigation. We will share our most current ACM survey with the successful bidder. That known information should be used to project cost estimates for roadmapping.
Q: Section D,E & F under RFP Submission Criteria request information on our approach to the SOW, references, and experience. This is also addressed in the section g, letter i. Can the college please confirm where they would like this information addressed in the proposal?
A: All items in the RFP submission criteria should be submitted as outlined. Items that are also mentioned in exhibits and that may be lengthy (e.g. – Resumes) can be included in the Exhibits section and referenced in the submission criteria. Items specifically outlined in the questionnaire should be addressed and summarized, with references to any further details included in the submission elsewhere.
Q: Can you please clarify the intent and level of detail you are requesting on Page 3, Section II, Item 8 (“Closely examines CC’s largest energy users to optimize their efficiency”). Should the level of detail align with an ASHRAE Level 1 or Level 2 building energy audit, or are you asking for less detail than those?
A: For the purposes of this RFP, a specific level of energy analysis is not prescribed. Primary outcomes for the intent of this RFP are the prescribed reductions in greenhouse gas emissions and the transition from fossil fuels for normal daily operation by the target date of 2035. Building level energy analyses necessary to achieve these goals are at the discretion of the responder at this time.
Q: As this RFP was distributed to the approved ESCOs from the Colorado Energy Office, are you seeking the Energy Savings Contract term sheet and agreement? Are you seeking a Professional Services term sheet and agreement? Will Colorado College use its own consultant/professional services agreement for this contract or will Colorado College look to use the agreement provided in our response for the contract?
A: We are not seeking the Energy Savings Contract term sheet, but rather a sample term sheet and agreement to be provided by the responder, as a sample of their terms and agreements for Colorado College to review. These terms and agreements may be subject to negotiation with Colorado College prior to award of final contract but will be a starting point for the final contractual agreement with the successful responder.
Q: Is there a date by which the EMP must be completed?
A: EMP process duration will be discussed in final contract negotiations. At this point, we don’t have a hard date but anticipate the process to take between 12 and 18 months, including items II.13 and II.14 to work with academic classes and to provide apprenticeships/internships for current students and recent graduates as part of the process.

A: Here is the information requested.
- 1 Central Plant at CC.
- 3 Chillers all York YK - 1) 800t 2) 840t 3) 400t.
- We have 5 HTHW pumps, 3 primary CHWP's, 3 secondary CHWP's, and 3 CWP.
- Every pump has a VFD. The HTHW pumps are Dean Pumps and the associated chilled water pumps are Bell and Gossitt. We have no heat recovery/heat pump chillers.
