Although her title is long, Alaina's thesis is brief:
the scapegoat mechanism fails because the victim, in this case Saddam,
was not guilty of the relevant charges--even though he was clearly guilty
of other crimes.

Alaina reaches the conclusion that, even after the original
charges against Saddam
(stockpiling weapons of mass destruction and supporting Al-Qaeda) were shown
to be false--
and charges of crimes against humanity put in their place--Saddam remains a
guilty scapegoat.
