Problem: How would you recommend the writing on Bass Clarinet. My "Fanfare" score is in C but I put the bass clarinet in treble clef assuming that it is going to sound an octave lower.

Suggestion: No! For a concert pitch score the only allowable octave transpositions are those for instruments in C (piccolo, glock, xyl, cb). Bass clarinet, baritone sax, etc. should be notated as if they were bassoons (but *never* use the tenor clef in these parts!--use treble for high notes). All this of course applies only to the score. In the extracted part the bass clarinet shd. be in treble clef throughout.

Problem: Also what should I do about low horn note? Should I do the clef change to bass?

Suggestion: The most awkward thing about a concert-pitch score is the horn parts, which must of necessity shift frequently betw. treble and bass clefs. But I don't understand your problem here: even in the extracted part you can use bass clef for low horn notes. It's done all the time.
