communication, political gridlock. Attack advertising, focus groups,
block-by-block demographic analysis, house-by-house redistricting: every
year the Washington political system gets better at the things that
make for partisan gridlock. Meanwhile the media get ever-better at trivialization
and scandal-mongering. The politics of the federal government appear
locked in a spiral of decline, which may not change for years."
